He discusses both the historical origins and the military strategy and tactics. From his report it is clear, as has increasingly sunk into the brains of Western politicians, that Russia triggered this whole mess. However ill-advised in retrospect the Georgian response may have been, it was the Russians and their separatist allies who fired the first shots.
